Summarizes literature about Deaf people in Haiti. Explains the situation of Deaf people during natural disasters. Makes recommendations for improving laws and empowering Deaf people.

The author, Emmanuel Jacq, wrote this paper as part of a certificate program in disaster management with the Red Cross/Red Crescent Learning Network. He completed the course between 2015 and 2016.
